The Rivers of Montenegro: From Conflicts to Science-Based Management

AB  - This concluding chapter briefly describes the main conclusions presented in the book The Rivers of Montenegro which has 12 chapters aimed at providing an extensive overview of the various hydrological and environmental aspects of the rivers and their basins in Montenegro. The book emphasizes the current gaps, recent advances, and future prospects of our knowledge of aquatic ecosystems in Montenegro which in the last decade has become the focus of ecological, social, and economic changes. This has led to an increase in potential conflicts over the management of water resources. Conflict between biodiversity conservation on the one hand and general human activity on the other is most commonly recognized in the public. However, recent emerging lessons from the development of small hydropower plants in Montenegro revealed that conflicts are much more complex and can severely affect both socioeconomic and ecological parameters.This book gives an ecologist’s perspective on these conflicts through a consensus approach that could expedite water resource protection taking into account the interests of all involved parties including the aims of governments and local communities, as well as environmental and flood control concerns.

Edited by three respected experts in the field, the book begins with an introduction to the specific hydrogeological conditions in Montenegro and critical reflections on the impact of hydropower projects. It then reviews the vulnerability of river ecosystems, exploring potential genotoxic effects and water quality, and explaining typology and monitoring of these aspects, and particularly highlighting mollusk assemblages and monitoring of intermittent rivers. The closing chapters focus on the impact of river flooding and discuss controversial projects aiming to find an approach mutually acceptable to all stakeholders. Given its scope, the book is an indispensable resource for scientists in academia and the water industry, as well as for decision-makers in the field investigating the interactions between land and water, limnology and biota, and natural and cultural resources.

AB  - The river network in Montenegro is primarily affected by the geological processes in the karst which dominates the Montenegrin landscape. All the surface and groundwater from the territory of Montenegro flow into the Black and Adriatic Seas, with approximately 45.4% (6,268 km2) of its surface belonging to the Adriatic and 7,545 km2 (about 54.6%) to the Black Sea (Danube) basin. As one of the last remaining strongholds of unvalorized resources, the Montenegrin rivers have become a point of possible conflict as they become the object of the social, political, ecological, and economic changes through which the country has passed, most especially in recent decades. As a result of the poor management of aquatic resources and the absence of an established set of equitable sharing principles among all the parties involved, the number of conflicts over the exploitation of the water resources has increased, not only in its role as an economic and biodiversity issues but also with the active involvement and participation of the local community. This book aims to provide an extensive overview of the various limnological and hydrobiological aspects of the Montenegrin river basins, so as to stimulate a science-based management approach to the use of water resources.
